Messages
The Message module is used for the formal transfer of
messages between the chambers and is one of the xmLegislator stamping applications. A stamp is comprised of standard legislative
language defining an action. The use of
stamps directly implies a highly structured and consistent process. A
message is drafted and released by one chamber and then is read and received by
the other chamber. The act of receiving
the message records the completion of the action, and because of this formal
process, a message can be used to transfer control of bill from one chamber to
the other. Messages can be also be
archived for later retrieval. As with
the Journal and Calendar, the Message module can be used to automate the
creation of bill status.
